In collaboration with Greenchain Consulting and HB Lanark, Conducted a feasibility assessment and business plan for a permanent, indoor public food market in the downtown core of Victoria.  Study included a review of comparable public food markets across North America, identification of key success metrics for the market, alternative governance structures, relevant regulations and 5-year projections showing revenues and costs for both the vendors and the market itself.  The market was successfully launched shortly thereafter.
